The Managing Committee (MC)

The Managing Committee is a decision making body. The Office Bearers are to give effect to its decisions. At the same time, the Office Bearers, working jointly, act and react with the Managing Committee to ensure smooth operation and direct working of the Association in the interest of the printing trade, commerce and industry, in India.

The number of elected members of the Managing Committee shall not be less than 9 or more than 16, including the four Office Bearers and the Ex-Officio President.

The authority of the Managing Committee is laid down in the Articles. It is to be excercised, as directed by and under the direction of the General Body i.e. the Member base.

The term of a new MC starts from the day after the AGM and ends with the next AGM. As a practice the managing committee of the BMPA discharges its duties between the period Oct to Sep, annually.

The Office Bearers

The Office Bearers are elected on the Managing Committee, directly and at the same time as its members excepting Ex- officio and Co-opted members. They have authority under the Articles and accountable to the General Body , together with the whole of the Managing Committee.

The Office Bearers as an executive group, reports to the Managing Committee. As a group, they are equal, with the President as the first amongst equals. They need not function with water tight division of work or authority, but in co-ordination, through consensus and with confidence in one another.

By the designation itself, the Hon.Sec.&Trs. is in charge, the CEO of the Association.

The Managing Committee (MC) Members

The Members of the Managing Committee together with the Office Bearers, constitutes and are expected to work with sense of responsibility, as do the Board of Directors of Public Company with its liability limited by share capital.

Their responsibility to the Office is joint and several, accountable to the General Body and under the Act.

Task Groups (TG)

So as to work with efficiency each member of the MC is expected to make a positive contribution in the field of their specialisation or preference. In this context nine issue-specific sub-committees referred to as ' Task Group ' (TG) have been setup for 2001-02.

The Hon.Sec.&Trs. is the nodal authority, who regulates and ensures implementation of the plans worked out by the various TGs.

Each TG is headed by a Chairperson (TGC). The TGC are free to constitute their respective Task Groups by inviting such like minded members who could either be from within the MC or from the BMPA membership base.

The TGCs normally hold periodic meetings with their team at the BMPA Secretariat. The respective Chairperson periodically briefs the Hon.Sec.&Trs. on the developments/progress of their TG.

Legal Incorporation of the BMPA

1. The Association is a Company by Licence under Section 25 of the Companies Act.

2. This Licence is a recognition of the status of the Association as far for promoting the interest of the Printing Industry in India. These interest are defined as 'Objects' in our 'Memorandum of Articles'.

3. The Licence also stipulates that the Association shall carry out any suggestion from the Government of India, to make changes in its 'Memorandum of Articles', in the manner laid down in any law for the time being in force.

4. The authority to the Association to do certain acts and deeds are as set out in the Memorandum Clauses 3A giving objects incidental or ancillary to the attainment of the main objects. Memorandum Clauses IV extends the objects of the Association to the Union Territory of India.

5. The articles of the Association define the different clauses of members and their rights and obligations.

6. The Articles prescribe that the management of the affairs of the Association be by the Managing Committee (MC). It shall retire every year. It's election and that of the Office Bearers is to be by ballot, according to the prescribed procedure which ensures secrecy. Only a 'Member' who has been a members for minimum five years is eligible to file Nomination or be on the MC

What The Association Cannot Do

1. The Association cannot ALTER its Memorandum Clauses or its Articles, unless the alteration has been previously submitted to and approved by the Registrar of Companies.
2. The Association cannot LEND any monies or funds or property.
3. It CANNOT exercise the authority, in Memorandum Clause 3(37), to BORROW or raise money unless it is empowered to do so , by a Resolution at its General Meeting.
4. The Association cannot appoint any of its members to an Office of remuneration and pay salary or fees etc, except out of pocket expenses incurred.
